Introduction:
We the people see the ever rising prison populations, and wanting to shrink these numbers. We believe we can do this by stopping the problem where it starts, which can mainly be attributed to private prisons. These institutions take advantage of the fact that prisoners can work for little to no pay, and ultimately want the prison populations to keep growing. With these rules put into place, the prison population will be less vulnerable to being exploited, and the overall prison population will shrink considerably.
Section 1: Shrinking the current prison population
Anyone tried for a crime, both current and any future defendants, must be given parole if sentenced for a non-violent crime. Anyone in prison for a non-violent crime currently must be released with parole as long as their remaining sentence.
Section 2: Banning prisons from being owned by private parties
Prisons must be owned and operated by the Federal Government. The Bureau of Prisons' budget will be increased by 30% to combat any increased workloads they may have.
Section 3: Fairly treating prisoners for the work they do
Prisoners must be paid federal minimum wage for any labor they do. Prisoners may only work up to 45 hours a week.
